Today: Montrealers rally at Laval prison complex to denounce migrant detention and the entire system of incarceration in Canada

On Saturday September 20th members of the Montreal community will rally in front of the Laval Immigration Holding Centre, Canada’s largest immigration detention centre, and the Federal Training Centre, a federal prison across the street to denounce migrant detention and the entire prison system.

Following a disruption at the Immigration and Refugee Board this past Wednesday, demonstrators are taking their messages of solidarity out to the prisons themselves, commemorating one year since the historic strikes by migrant detainees in Lindsay, Ontario, and demanding an end to migrant detention and all forms of incarceration.

CONTEXT

Between 2008 and 2013, approximately 80,000 migrants were detained in Canada. Canada has no limits on detention periods, with at least one migrant remaining in detention for over fourteen years, without trial or charge. Detention reviews, such as those that regularly occur at the Immigration and Refugee Board where the  action will take place, are arbitrary, the outcomes depending largely on which board member  hears the review  a recent report from the End Immgration Detention Network showed release rates varying widely, between 5% and 33% according to the board member.

At the same time, systemic racism is foundational to Canada’s prison system. As of 2011/12, indigenous people made up 4% of the Canadian adult population, but 28% of the Canadian adult population in prison. The number of indigenous women behind bars in Canada continues to climb.  In 2011/2012, the total operating costs for correctional services in Canada were more than $4 billion, while prisoners in federal prisons across the country saw their pay cut from $6.90 to $3 a day.
